Who sells ghost policies in Georgia?

Licensed insurance agents sell them; the state does not issue them. Quinn Alliance LLC is an independent Georgia agency that writes ghost policies for contractors, and a licensed agent checks the class code and owner exclusion before any policy binds. Georgia does not issue a workers' comp exemption certificate: owners exclude themselves on Form WC-10, which is filed with the insurer, so GCs and permit offices ask for a certificate from an actual policy (State Board of Workers' Compensation).

I'm a roofer with no employees and my GC wants a workers comp certificate. What do I do?

Call (470) 648-6767 or start a quote, tell us who needs the certificate, and we submit your roofing ghost policy for agent review; your GC gets the certificate once the policy binds.

Have ready your legal business name, FEIN, entity type, owners and ownership percentages, a description of your roofing work, years in business, and the GC's name and address.

Roofing does not go through the online quote: it is usually rated under NCCI code 5551 and every roofing submission is reviewed by an agent.

Ask your GC whether they need to be the certificate holder or need a waiver of subrogation, so the certificate is right the first time.

Does a ghost policy cover me if I get hurt?

The honest truth

No. A ghost policy excludes the owner, so it pays nothing for your own injuries; it exists to meet a certificate requirement. If you want workers' comp that covers you, that is a different policy rated on payroll, and we can quote that instead.

How fast can I get a certificate?

Quotes for eligible risks can come back the same day. Binding timelines vary by carrier and can take more than one day, and the certificate is issued only after the policy binds. If your GC has a start date, call before you are on the schedule.

What if I use subcontractors?

Subcontractors and the audit

A ghost policy can still fit if every subcontractor or 1099 crew carries its own workers' comp. That goes through a manual submission that Quinn Alliance places with a wholesale market, not the online quote. If any sub or crew has no workers' comp of its own, the year-end audit can charge their pay to your policy, and a ghost policy may not be the right fit. Collect a current workers' comp certificate from every sub before they start, check the dates, and keep copies. You can confirm a Georgia business's coverage with the State Board's online coverage verification.
